Meta Business Agent

Two changes you need to know: conversations to messages, then the end of the free tier
For a long time Meta billed per conversation — a 24-hour thread with one customer. That changed on 1 July 2025: billing is now per message.
Specifically, you are charged when a message is delivered. If it is not delivered, you are not charged. Any article older than that date — or any calculator still counting "number of conversations" — is out of date.
Then came the second change, on 1 October 2026, and it is the one that moves your budget: the exemptions inside the 24-hour window were removed. Your replies to customers (service messages) and utility messages sent while the window is open are now all billable. If your budget assumes "support is free", it is missing a whole line item.
The official reference is Meta's pricing documentation, and specifically the non-template messages page for what changed on 1 October 2026. Rates change and vary by the recipient's country, so do not rely on a figure from an old article.
The timeline in short
- Before 1 November 2024: billing per conversation — one 24-hour window at one price.
- 1 November 2024: service messages inside the window became free.
- 1 July 2025: billing moved to each delivered message, and utility templates inside the window became free too.
- 1 October 2026: both of those exemptions ended — service messages are now charged at the market's utility rate, and in-window utility messages are charged normally.
The four message categories
Every message has a category, and the category sets the price — which also varies by the recipient's country. A message to a customer in Egypt costs differently from one to Saudi Arabia or the UAE.
- Marketing: offers, campaigns and product reminders. Usually the most expensive, and never volume-discounted.
- Utility: notifications tied to an existing transaction, such as an order confirmation or shipping update. Volume tiers apply.
- Authentication: one-time verification codes. Volume tiers apply, same as utility.
- Service: your free-form, non-template replies inside the 24-hour window. Since 1 October 2026 they are charged at the same market's utility rate — with no volume discount.
The part that matters most: what is still free, and what used to be
This is where most businesses miscalculate, and the mistake now runs the other way: plenty of people are still working from the 2024 and 2025 rules and budgeting below reality.
Still genuinely free:
- The 72-hour window. When a customer reaches you from a click-to-WhatsApp ad or a CTA button on your Facebook Page, a 72-hour window opens in which every message is free — templates included. It is the one exemption that did not change on 1 October 2026.
- Messages from the customer. What a customer sends you is never charged.
- Messages that are not delivered. Billing is on delivery, so anything that does not arrive is not charged.
Free before, billable since 1 October 2026:
- Service messages. From 1 November 2024 to 30 September 2026, any reply you sent inside the 24-hour window cost nothing — one message or forty, same bill. Since 1 October 2026 every reply is charged at the market's utility rate, with no volume discount. A team that answers in five short messages instead of one clear one now costs you five times as much.
- Utility templates inside the window. From 1 July 2025 a utility message sent while the window was open was free. Since 1 October 2026 it is charged at the normal utility rate like any other.
Volume discounts still exist, but only on utility and authentication. Marketing and service get no discount at all, however large your monthly volume.
The 24-hour window — still important, but it no longer saves money
The window itself has not gone away. When a customer messages you, 24 hours opens in which you can reply freely without an approved template, and every new message from them resets it.
What changed is its role. Before 1 October 2026 the window decided what was free and what was billable. Now it decides what is allowed: inside it you can write whatever you like, outside it you need an approved template. Both are charged — the difference is category and rate, not free versus paid.
One aside: Meta Business Agent
If you use Meta Business Agent, it is billed on a different basis entirely — per token rather than per message: $2.00 per million tokens since 1 August 2026. That applies even inside the 72-hour window, because what is free there is delivering the message, not the AI usage behind it.
Practical ways to cut cost
- Get the reply right first time. Since 1 October 2026 every reply is billed, so one clear message is cheaper than five fragmented ones. Canned replies and internal templates for your team now pay for themselves directly.
- Cut the number of round trips. Asking with buttons or a list instead of three questions in a row gets you the same information in fewer messages — and fewer messages is now less money.
- Use utility instead of marketing where it genuinely applies. An order confirmation or shipping update is a utility message, far cheaper than a marketing one and volume-discounted too — but it must really relate to a transaction, not be an advert in disguise.
- Target your campaigns. Every marketing message is billed individually with no discount, so blasting everyone costs relatively more. Target a defined segment in your campaigns.
- Make use of click-to-WhatsApp ads. They open a fully free 72-hour window — worth more now than before, since it is the only exemption left.
- Review template quality. An undelivered template is not charged, but weak templates damage your number's quality rating — and that costs more than any single message.
In short
Your bill is driven by the number of messages delivered, their category, and your customers' countries — and since 1 October 2026 that includes service replies and in-window utility templates, which used to be free. What remains free is the 72-hour window opened by click-to-WhatsApp ads and Facebook Page buttons. So if your budget still runs on 2025 figures, it is short a line item.
To get a figure close to your own reality, try the WhatsApp message cost calculator — set up for the rate card effective 1 October 2026.
At Wbots we pass Meta's cost through at cost with no markup, and the subscription covers the platform itself — see the pricing page. So our interest is in your usage being efficient, not the opposite.
